Astor Nummelin Carlberg is a leading architect of European digital sovereignty, building the strategic partnerships needed to deploy sovereign infrastructure at scale. At SUSE, he steers alliances across open source communities, industry, and government to ensure European infrastructure is transparent, secure, and free from vendor lock-in. He specializes in translating between engineering teams, policy audiences, and executive leadership, bringing deep technical credibility together with high-level policy expertise from his background at the European Parliament and as Executive Director of OpenForum Europe.
Omar Mohsine serves as the Open Source Coordinator at the United Nations Office of Digital and Emerging Technologies, within the UN Office of Information and Communication Technologies (UN-OICT). He also co-chairs the UN Open Source Community of Practice and leads the Open Source team. A seasoned professional with over 15 years of international experience, Omar has played a pivotal role in advancing public–private partnerships and innovation management across the UN system. He has designed open source competitions aimed at accelerating the Sustainable Development Goals (SDGs), and is committed to forging new partnerships with technology stakeholders to further the UN’s mission.
Jennifer Tridgell is an experienced Australian/British international lawyer. She has practiced for the past decade including as the Senior Legal Advisor to a UN expert, for leading law firms, and the International Criminal Court. Jennifer has particular expertise in human rights, technology regulation and diplomacy. Currently, she is finalising her prize-winning PhD research at University of Cambridge on global governance of free and open-source software. She also works an Independent Consultant, often advising States, companies and civil society on novel institutional design and governance of the digital commons. Jennifer holds a BA/LLB (Hons. I) from Macquarie University, and an LLM (International Law) from University of Cambridge. She sits on OpenUK's Legal Advisory Board, and the International Law Association's Executive Council.
Nicholas “Nick” Gates is a Senior Policy Advisor at OpenForum Europe, where he coordinates research on open technology, international partnerships, and EU-funded projects focused on open source software. He has extensive experience in technology policy and research, particularly in digital government, digital public infrastructure, and public service delivery. Nick holds degrees in Political Science and History from the University of Massachusetts Lowell and an MSc in Global Development from the University of Copenhagen. Outside work, he enjoys films, cooking, hiking, and improv comedy.
Gar Mac Críosta is Chief Adventurer at Bealach, a digital public infrastructure advisory and delivery organisation. He has been closely involved in healthcare transformation in Ireland, serving as a Digital Advisor for Strategy & Architecture in the HSE and working on initiatives including MyHealth@IE, the HSE Health App, and the One Health Record Programme.
Previously, Gar was lead architect for Ireland’s Digital for Care Digital Health Strategic Framework and Implementation Plan, and Product Lead for the HSE COVID Tracker App. He also contributed COVID Tracker to the Linux Foundation as COVID Green and co-chaired the LF Public Health Advisory Committee.
Gar is an IASA Fellow, Distinguished Architect Professional, Fellow of the Irish Computer Society, and LEGO Serious Play Practitioner. He is particularly interested in the impact of digital identity, wallets, and credentials on citizens and businesses in the EU and beyond.
Gina Plat was the Interim Lead of the Open Source Program Office (OSPO) for the Dutch Ministry of Interior and Kingdom Relations (BZK). She recently joined the open source ecosystem as Head of GovTech at OpenProject, where she helps governments become more digitally sovereign. With a background in IT management and policy, Gina has firsthand experience with public sector challenges of procurement, policy, and governance around open source alternatives.
